Northern Triangle plan OK’d

County official raises concerns over availability of water

    VICTORVILLE
• Things got a bit contentious as the council voted — in spite of concerns raised by officials from San Bernardino County, Apple
Valley and local businessmen — to move forward with a plan that will guide development of some 10,000 acres in north Victorville.
    T h e D e s e r t G at eway Specific Plan approved Tuesday night establishes zoning for a 15-square-mile area west of Interstate 15 and north of the Mojave River. It’s focused around
the planned DesertXpress train from Victorville to Las Vegas (or a similar entertainment-type anchor project) and includes zoning for large chunks of land not currently in the city’s boundaries.
    Mayor Pro Tem Mike Rothschild and Councilman Terry Caldwell took issue with compatibility and sustainability concerns raised
Tuesday by the deputy director of San Bernardino County’s Land Use Services, Jim Squire.
    Squire said his agency was so far pleased with adjustments the city made to the plan to make it more compatible with the county-owned dump that sits at
the center of the Desert Gateway area. However, he expressed continued concern with how the plan would impact mining operations in the area and with the availability of water to support the master-planned community, golf course and other features included in the zoning plan.
    Caldwell said the fact that concerns over the water supply were even
raised suggests the county is “condemning this desert to a no-growth policy.”
    “If that is the game plane,” Caldwell said, “lets get it out on the table ...”
    Squire said he could arrange to have a meeting with county water officials to discuss these concerns.
    Frank Sheets, spokesman for TXI Riverside Cement, also took issue with how the plan will impact an access road to
his plant and therefore TXI’s ability to continue its mining operations as usual.
    Caldwell said the city would “do whatever is necessary” to ensure the plan does not encroach on the TXI or CEMEX operations in the area, recognizing mining as a key industry for the Victor Valley.
    C a l d w e l l a n d Rothschild also disagreed with concerns raised by Apple Valley Town Manager Frank Robinson
over the lack of communication about how the plan could impact the future of the Victor Valley M at e r i a l s R e cove r y Facility, which is owned jointly by Victorville and Apple Valley.
    Robinson told the council “it appears the town of Apple Valley had been left out of the loop” when it comes to discussing the possibility of relocating the MRF facility due to its incompatibility with Victorville’s plans for the area.

    Though Rothschild, who sits on the MRF board, said there had been communication with the town, Development Director Bill Webb said there may not have been direct contact because his staff didn’t know until this week that Apple Valley was co-owner of the site.
    Regardless, Caldwell said that the Desert Gateway plan has been in the works for three years with a series of meetings and newspaper stories
on the project. Though Victorville may not have made a “protocol perfect attempt at communicating” with the town over the plan, Caldwell said there was ample opportunity for Apple Valley to get involved and voice its concerns earlier in the process.
    The Victorville council approved the plan on a 5-0 vote, with staff directed to make some minor changes to take some of the above concerns into account.
